The Mornington Peninsula Shire has assumed a caretaker role from midday on Tuesday 17 September until 6pm on election day. During the caretaker period, content will only be added to this website in accordance with caretaker conventions set out in our Election Period (Caretaker) Policy.

International bestselling author, finance and investment expert, radio broadcaster, newspaper columnist, and public speaker, Noel Whittaker is one of the world’s foremost authorities on personal finance.

Rachel has specialised in retirement living and aged care for more than 15 years and holds a Masters in Financial Planning which included a thesis on the financial drivers of consumers and operators in aged care.
